PROTECT PROPOSITION 13

PROTECT PROPOSITION 13 FROM POLITICIANS, LIKE THE INCUMBENT AND HIS UNION SUPPORTERS, WHO ARE TRYING TO RAISE YOUR PROPERTY TAXES!

Since 1978, Proposition 13 has placed stringent caps on California property taxes. It has severely limited property taxes. It's among the lowest in the country for residential and commercial properties. In 2020, the incumbent in the 78th Assembly District and his union supporters seek to change key provisions in Proposition 13. They want the revenue that will be generated from the “split roll.” 

 

This will hurt everyone in the district regardless of your political party affiliation, and it will devastate businesses.

Prior to Proposition 13, there were no limits on increases for the tax rate or property value assessments in California. Some properties were reassessed 50% to 100% in one year.

​

Even though we will not vote on the attack on Proposition 13 until 2020, 

the political repercussions have already begun!

​

Increased property taxes will be passed on to you. Businesses will be forced to reduce employment, shut down, and relocate to other states. The cost of doing business in California is high. This attack will make it more difficult to earn a profit. These issues affect everyone in this district regardless of your political party affiliation. We must all come together in support of the Maggie Campbell campaign for the 78th Assembly District who will fight to protect Proposition 13.

 

I am a staunch supporter of preserving Proposition 13. When you elect me in November, you will give me the opportunity to continue fighting for you now before the attack on Proposition 13 hits the ballot in 2020.

PUBLIC SAFETY - LAW ENFORCEMENT

Proposition 47 passed by California voters on November 4, 2014. It reduces certain drug possession felonies to misdemeanors. It requires misdemeanor sentencing for petty theft, receiving stolen property and forging/writing bad checks when the amount involved is $950 or less. ​Since the passage of Prop 47, offenders have been using it to their advantage. More than 4,300 state prisoners have been resentenced and released.

 

I am committed to working with Law enforcement agencies to work through the consequences of Prop 47, referred to as unintended effects. There is an increase in robberies, property theft and other crimes throughout district 78 and the state. Officers are re-arresting the same offenders over and over again. Because of Prop 47, the offenders are being released back on the street. This appears to the general public as a slap on the wrist.

 

I am committed to supporting legislation that will counter the unintended effects of prop 47 in the best interests of Public Safety for our families, communities, and businesses in the 78th Assembly District in support of Law Enforcement's efforts. It is imperative that as a team, that we find a way to revoke the unintended effects of Prop 47 and revoke the offender's 'Get out of Jail Free Cards'!

VETERAN'S AFFAIRS REFORM

As a United States Navy Veteran from a family of over 10 military war veterans, I believe that veterans must get the care they need wherever and whenever we need it without delay and excessive red tape. We have earned this care and support with the service we provided to our country. â€‹I am committed to working with elected officials that believe supporting veterans care,' post-active duty success, helping the veterans transition to civilian life and meet the special needs of our female veterans. â€‹I will support legislation that empowers the Secretary of the Veteran's Administration to discipline or terminate any employee who has jeopardized the health, safety or well-being of any veteran.​ I am committed to finding ways to permanently eliminate homelessness of military veterans through the district. 

INSURANCE

As negotiations to change the Affordable Care Act progresses, the current proposals include a repeal or reconciliation of the current health care laws. The Insurance industry will undergo some changes with new insurance. As such, consumers will be pressed to research this on their own to find the answers and to reach out to insurance agents and brokers to help them to understand what their new options will be. Unfortunately, the ‘agent model’ has dwindled down to a few surviving agents and brokers in the industry who have a great deal invested in their marketplace book of business. They are attempting to remain in business for as long as they possibly can.

 

Commission cuts have brought agents and brokers into the range of 2-5% of premium paid    on new business and 1.5% on renewals yet fixed costs have not changed which includes expenses such as the lease, utilities, equipment, wages, and so on. To continue doing business in the way they have become   accustom has become an unfair struggle.

These changes have also harmed Californians in district 78 and throughout the State just as much or more than it has affected agents and brokers. The hurtful aspect of this forthcoming trend includes, but is not limited to: limited networks, poor to non-existent insurance companies’ customer service departments, difficulties in finding one’s way through the health insurance purchasing maze for consumers, being pushed to websites with endless links to policy details without an agent to address questions. These issues have negatively affected my family, friends and I as recent as this year. Many of us have already begun to endure a complex system that made it difficult for us to make an informed decision. This is happening to many families in the district and I plan to do what I can to correct this problem.

I have made the decision to stand with the Insurance Industry. My goals include making the necessary changes or prevent unnecessary modifications to the insurance process to avoid any further harm to the businesses of the professionals as well as to eliminate the hurtful aspect of this unwelcomed trend represents.  Buying health insurance is not like purchasing items from a department store.  Californians cannot afford to make poor health insurance decisions as it can lead to dire health and financial consequences.

I support the Insurance industry and plan to support the industry in any way that I can as the next State Assembly member of district 78 as well as to do my best to protect the consumer and to help reverse this hurtful trend.

PREDATORY ADA LAWSUITS AGAINST SMALL BUSINESSES

I support legislation that will protect small-business owners from frivolous lawsuits filed under the Americans With Disabilities Act [ADA]. As a future lawmaker, I condemn shakedowns of businesses by plaintiffs demanding thousands of dollars to settle such lawsuits. I support the bans on so-called "demand letters," in which lawyers threaten to sue over a possible violation unless a business pays thousands of dollars to settle the lawsuit for violations that the business owner may not be aware of at that point.  Many small businesses can not afford to settle nor can they afford to litigate the matter. Such issues can destroy a business. It is my goal to help small businesses to survive, learn the laws that pertain to their business and to be sure that they are in compliance with the ADA. Let's assure small Businesses that they can  increase access to the disable rather than closing their business just because they were threatened with expensive litigation costs with the help of the 'Right to Cure' provision.

I agree that layers should be prevented from stacking multiple claims in these lawsuits for the same violation as a way to increase payouts.  My goal in this regard is the help reduces damages for businesses that fix unintended violations in a reasonable amount of time while preserving the rights for for plaintiffs to sue businesses for full liability for intentional violations.

EDUCATION / CHARTER SCHOOL EXPANSION

I support the protection of exisiting charter schools and support Charter schools expansion.  I believe the best decisions regarding the way to educate students should be made at the local level where parents have a voice for their children. Local control is the key. Each community has unique needs. Each approach we make should move forward with this fact in mind.

 

If we are to empower local schools then we must hold them accountable for their results. I support K-12 education reforms that would change the teacher seniority system to keep effective teachers who would otherwise be laid off as well as make it easier to evaluate teachers and pay them more.

 

Providing stable funding is essential in order to keep class sizes small and to keep educational support services available. Public schools should reflect the needs of the economy by offering alternative opportunities such as career technical education or trades schools to serve students seeking to join the workforce immediately. We must find strategies that will repair higher education so it can remain an option for middle and working class families who have been priced out of pursuing education by rising tuition costs.

 

BUSINESS

Families are facing financial challenges and declining wages due to years of slow job growth, business closures, downsizing and layoffs due to company scandals. Policies that increase the cost of doing business and get in the way of job creation have taken their toll on the families throughout the district.

 

The new law that increases minimum wage in the district has now placed many small businesses into a financial bind. It is not a tiered system. The one law applies to all businesses in this area, regardless of the size of the business. I believe private sector tax incentives and rolling back red-tape can help mend our economic strength. San Diego has potential for new middle-class jobs through small business success as well as new businesses moving into the area. Continued support and encouragement of small business is important to me and our local economy. I understand the needs of small businesses.

 

I am an Entrepreneur. I have owned and operated several successful businesses over the years. My first business, a Talent Agency, was opened immediately after I graduated high school while attending college. In the years to follow I have owned and operated successful businesses in California, including but limited to an: Legal Staffing Employment Agency; Real Estate and Mortgage Corporation; and, a Church and Evangelical Women's Ministry. It is important to me that small businesses succeed. I will work to create tax incentives in support of businesses.

HOUSING

Affordable housing is good for the environment, social structure and the local economy because it helps families including teachers, police officers, doctors, nurses, and other workers to live close to their workplaces, instead of traveling long distances for more reasonably-priced homes. These long commutes produce smog, clog roads and encourages more road rage in traffic jams. With adequate affordable housing, the people who make our communities work can live near their jobs. This will dramatically cut pollution.

If this district remains without affordable housing in its popular cities, I believe it will become segregated by income and family background. In order to promote economic and social diversity, our communities needs to provide for the needs of all families. Well-placed affordable housing developments will allow San Diego to welcome a wide range of families and create a diverse group of residents.

​

Additionally, in order to thrive, new businesses need easy access to workers as well. Affordable housing developments ensure that all working families that desire to do so can remain in San Diego. We all provide the labor that makes this local economy grow. When families are able to remain in San Diego, they become part of the social fabric and advance the common good. I believe that reasonably priced housing creates stability and diversity. 

GAS & VEHICLE TAX

Maggie is ready to challenge our current representative who voted to increase our gas and vehicle taxes by up to $300 dollars per year, for a total of $52 billion a year!  The State of California budget increased to $52 billion. Money was not used to repair roads and highways, yet, another tax was passed instead of budgeting the funds they already received. We need to repair dams, reservoirs, and waterways as well as build more to keep more water from rainy years available for future use during droughts. The California voters should decide on all future increases in the gasoline tax rather than the legislature.
